Independent three-person boards, staffed in prosecutors' offices in each of 22 judicial districts, evaluate and pay claims according to state law. The Division of Criminal Justice provides statewide coordination and administers federal funds. The program was established in 1981.

FUNDING
Each district is independently funded, and is responsible for collecting its fees from cases adjudicated in its courts. Fees are $125 per felony, $60 per misdemeanor; $35 for class 1 traffic offenses, $25 for class 2 traffic offenses, including DUI. Of these amounts, 12.5% goes toward administrative costs, with 10% for the district attorney's compensation program and 2.5% for the courts. The VOCA grant to the state is divided among the district programs based on target fund balances.

ELIGIBILITY REQUIREMENTS
Law enforcement reporting period: 72 hours
Filing period: 1 year
Exceptions: Good cause; most boards may waive requirements

PROCEDURES
Victims apply in the district in which the crime took place. The board in each district meets monthly to consider all claims. The administrator in each district does all work to prepare the cases for the board.

Appeals: Applicants may request a reconsideration hearing, where they may present additional information. A further appeal may be filed in the district court.
