The program began
operating in July 1993. The attorney general appoints a Victims' Compensation
Board consisting of three members: one physician, one attorney, and
one with experience providing victim services.
FUNDING
The program receives $25 for murders and serious crimes (classes A-C),
$10 for less-serious offenses (classes D-E). The program also receives
an annual VOCA grant.
ELIGIBILITY
REQUIREMENTS
Law enforcement reporting period: 5 days
Filing period: 3 years or within 60 days of discovery of injury or compensable
loss, whichever is later
Exceptions: Good cause, with specific exception for child victims
PROCEDURES
Program director makes recommendations to the board, which makes decision
by unanimous vote of those present (at least 2 members must be present).
Appeals: Applicant
may request a hearing before the full board within 30 days of the board's
preliminary decision. An appeal may be taken to the superior court.

Maximum award: $15,000
Compensable
Costs (with limits)
- Medical expenses:
most are paid at 75% of charges or of balance after insurance payments;
exceptions include eyeglasses, ambulance services, and prospective
dental awards
- Mental health
counseling
- Lost wages/support
- Funerals: $4,500,
plus $500 for a marker
- Crime-scene cleanup:
$500; additional $500 for repair or replacement of locks/security
devices
