The Victims' Assistance Commission is nominated by the attorney general for approval by the governor and executive council. The program was created in 1990.

Of the 20% add-on, 5% is set aside for victims compensation and assistance, and of that amount, the program receives 60% for direct compensation and 15% for administration (the remaining 2.5% funds county victim/witness advocates). The program receives a VOCA grant.
